Creating and editing both icons and cursors does not require high computer skills, as long as you do it with IconForge (32-bit). This program maintains great ease of use even when dealing with animations.

Both elements can be obtained from other images, such as icons and wallpapers, reducing their size to the appropriate dimensions. If you choose to create them from scratch, IconForge (32-bit) provides you with an intuitive editing interface with which you can insert texts, add shapes, paint, colour and rotate, as well as apply effects, animate the whole and perform other actions.

The creations made with IconForge (32-bit) are exportable to a multitude of formats: JPG, TIFF, BMP and a long etcetera.
